North-West Power Generation Company Limited (NWPGCL) signed a Memorandum of Understanding (MOU) with China National Machinery Import & Export Corporation (CMC), China on 19.03.2014. Later on, NWPGCL signed the Joint Venture Agreement (JVA) with CMC on 09.06.2014 at the Great Hall of the People, Beijing, China in presence of the Hon’ble Prime Minister of the Government of Bangladesh and the Hon’ble Prime Minister of the People’s Republic of China in order to implement Payra 1320 MW Thermal Power Plant Project by establishing a Joint Venture Company (JVC). Then, Bangladesh-China Power Company Ltd. (BCPCL) was formed on 01.10.2014

Bangladesh-China Power Company Ltd. and Consortium of NEPC & CECC signed the EPC contract on 29 March 2016. To implement Payra 1320MW Thermal Power Plant Project in the fasted possible time, the EPC work started on 30 March 2016 and the project was completed in due time. With the completion of Payra 1320MW Thermal Power Plant Project, Bangladesh has been credited with the 13th Ultra Supercritical Technology using member-country of the world.

BCPCL has received the EIA approval from the Department of Environment (DoE) for implementing Payra 1320 MW Thermal Power Plant. BCPCL is firmly committed to ensure environment-friendly system at its power plants. In this regard eco-friendly Clean Coal Technology has been adopted at Payra 1320 MW Thermal Power Plant. Being equipped with the Ultra Supercritical Technology, the plant can comply with targeted power generation while burning less fuel (Coal). Flue Gas Desulfurization (FGD) is installed to limit the emission of sulfur. To reduce the emission of ash content, Electrostatic Precipitator (ESP) with an efficiency of 99% is also installed with the power plant. Besides, greenery plantation program has been being taken by BCPCL around the plant site.

BCPCL has already implemented Payra 1320 MW Thermal Power Plant (1st Phase) and has been implementing Payra 1320 MW Thermal Power Plant (2nd Phase) harnessed with eco-friendly Ultra-Supercritical Technology.

PROJECT FINANCING

The Project Company (BCPCL) has arranged the project loan. The Framework Financial Agreement of USD 1.984 Billion for Payra 1320 MW Thermal Power Plant Project between the CEXIM and BCPCL was signed on 14.10.16 in presence of the Hon’ble President of the People’s Republic of China and the Hon’ble Prime Minister of the Government of Bangladesh at the Prime Minister’s Office, Bangladesh. Then, the Project Financing deal was inked on 03 May, 2018 between BCPCL and CEXIM.
